Although the New Year’s Day of 2007 has gone, the spring of 2007 is coming. During the
period of the Chinese Lunar New Year (Feb. 18 to Mar. 4, 2007), I am very glad to say once
again, “Happy New Year 2007!” I wish you all are peaceful, prosperous and successful. |

Time goes quickly; it is almost five years passed since ANQ was founded on Nov. 14, 2002.
For my self, it is a great honor to be the Chairperson of ANQ from 2005 to 2006. My term as
chairperson of ANQ expired on Dec. 31, 2006. I would like to take this opportunity to express
my sincere thanks to the Board Members, Representatives of the Member Organizations, the
Donors/Sponsors to ANQ, and all the friends who have participated directly or indirectly in the
activities of ANQ, for their kind and enthusiastic help and support during my term of ANQ
Chairperson.
Particularly, I would like to express my special gratitude to Dr. Noriaki Kano, Honorary
Chairperson of ANQ, for his continual support and the kindness he extended to me. ANQ will
not be founded without Dr. Kano’s efforts and contributions. |

Transfer of ANQ Chair Organizations |

Dr. Yung-Ho Suh (New Chairperson of ANQ) and I together held the transfer meeting of ANQ
Chair Organizations from CSQ (Chinese Taipei) to KSQM on Feb. 13, 2007 at Seoul, Korea. I
appreciate Dr. Suh’s help and cooperation which makes the meeting successful.
I would like to take this opportunity again to congratulate Dr. Suh on his installation as new
Chairperson of ANQ. I am deeply convinced that ANQ will make remarkable progress under
his leadership in the next two years. |

My Proposal to Establish AOQ |

During the 15th AQS (Asian Quality Symposium) at Daijon, Korea on Nov. 9-10, 2001, I made
a proposal to expand AQS to include all Asian countries and establish Asian Organization for
Quality (AOQ). In my thinking, the organization of AOQ should be like that of EOQ
(European Organization for Quality) in Europe. I greatly appreciate that Dr. Noriaki Kano,
President of JSQC and Dr. Sung. H. Park, President of KSQM immediately to accept my
proposal at that time. We finally decided to use the name of ANQ instead of AOQ after
discussion.
The most important and valuable work is that ANQ was organized and founded by Dr. Kano’s
continual efforts and leadership. |

Why did I propose to Establish AOQ |

There are three reasons for establishing AOQ (now use the name of ANQ) from my point of
view:
- The original three member bodies of AQS were CSQ (Chinese Taipei), JSQC (Japan)
and KSQM (Korea), only a small part of quality organizations in Asia, which is not
enough to represent whole Asian quality organizations.
- As quality professionals, we need not only the purpose and enthusiasm of working, but
also the goal and high ideals in life. That is to pursue the quality of human life by
promoting the quality of products, quality of service, quality of environments and
quality of people.
- In the beginning of 21st century, there are three world economic bodies: North America,
Europe and Asia. Quality is the key factor to develop economy for countries and
communities. We need a quality organization, like ASQ in North America and EOQ in
Europe, to strengthen the quality level in Asia and to improve the quality of Asian
people’s life.

Welcome New Members to join ANQ |

Until the end of 2004, the member bodies of ANQ have grown up to 14 organizations. We are
very pleased to invite NQPCN (Network for Quality, Productivity and Competitiveness Nepal)
to join ANQ in 2005, to invite ROQ (Russian Organization for Quality) to join ANQ in 2006.
The total member bodies of ANQ are 16 organizations at the end of 2006. Although the
member organizations covers only one third of Asian countries and regions, but they represent
more than eighty percent of Asian land and Asian people. |

ANQ ─ Founding Member of WAQ |
| |
ASQ, EOQ, IAQ and JUSE signed an agreement to organize the World Alliance for Quality
(WAQ) at Harrogate in 2002. The first meeting of WAQ was held in Sept. 15, 2005 at Tokyo. I
am very happy that ANQ is invited as one of the five founding members of WAQ.
WAQ will focus their efforts on the following three key issues:
- Maintain and improve the Quality of products and services.
- Help under recognized countries and organizations to develop their richness and find
their place in the world community.
- Improve the quality of life of world citizens.
These goals are very similar to that of ANQ.
I am very pleased that ANQ had the opportunity to hold the 3rd meeting of WAQ in Sept. 25,
2006 at Singapore. Let me express my deep appreciation to SQI (Singapore Quality Institute)
for their support to make the meeting successful. |
